The smoke can turn a bluish white when the fire is out in an oil burner. The white smoke is actually the hot gasses entering the atmosphere and condensing the cool humid air into a cloud of steam. Steam does not actually come out of the boiler via the smoke stack.

this is normal. Steam generally disappates within a few feet of the chimney. Higher efficiency furnaces tend to show more vapour from the chimney as their exhaust is cooler than the older lower efficiency units. A white oily smoke, however, would be unusual. This wouldn't disappate as fast, and would be more like oil smoke from a car.

Re: White smoke out of chimney; Author: e-plumber (NY) One reason, (if it's a steam boiler), would be that there is a hole or crack in the boiler itself, (above the normal water level) and what you're seeing is steam mixing with smoke that's going up the chimney.
As some have mentioned, both the exhaust steam and smoke from the firebox are ejected out the stack/chimney. You will find that there is more white steam apparent on colder days, or early in the morning, because cool air causes the steam to condense more and lets the steam cloud linger.
